Plugin allows you to deactive plugins even if not installed or you have screwed up the file.

Be aware that improper use of this plugin can royally screw your forums. Make sure any plugin you deactivate with this didn't create template changes or mysql alterations. Those may need to be done manually.

Yeah I realized that..been more than a few people who couldn't deactivate a plugin after messing up install or the file itself. Also being it's a maintenance tool I decided to publically release it.
