Is there a way that an Admin doesn't have to login again to access the Admin CP once he's logged into the forum?

I don't think so, since the ACP didn't depend on your cookies
I think this was designed as a security feature. MyBB allows users to select "remember me" which means they don't have to provide their credentials (username, password) every time they visit. We want to make sure that a moderator must log into the ACP each time.
