Do you know a mod or plugin to making PM's templates?

Hmm, you mean, like if you often send a certain type of PM, something to insert some predefined text?

Can't you just make up .txt files and copy/paste them?

This is very "manual" solution, when you have to write a few several PMs to users.

I don't see it as being anymore "manual" than you're asking for, whatever is/if created for you is going to mean some "manual" effort on your part.
