I want to have a link above each thread that says "Nominate this thread for homepage" and when someone clicks it, it has a form for comments and a submit button.

Then when they submit, it either PM's the mod's or notifies us somehow that a thread has been nominated.

Then we can see what threads are really good and should be linked to as like a news article on the homepage.

Is there anything like this currently available?

Him there isn't anything like this out their. It could be easy to make though.
