That's the PM option in usercp. Yet if you do that you can't even read your existing PM's. The option isn't "turn off PM's".
You should still be able to read your existing PM's or even send them if you want. As forum admin I am getting tired of accepting dozens of PMs and when I go on vacation I want not to be able to accept them but that shouldn't prevent me from reading what already exists or sending my users PMs.
