I have one user on my test board who claims she has the Admin and Mod CP on the top of her screen where the User CP and Logout links are. She has also proved that she does have access to it, because I posted an admin notice in the notice section of the ACP, and she was able to read off this. She is in the regular usergroup, and has no special permissions what so ever. + her name shows up in the "Admins Online" bit int he acp.

Also, check that you haven't specified any secondary usergroups for that particular user.
