Many member in my forum cannot activating they membership because they not get activation email. That problem didn't found when i used vbulletin. bug? or my system have problem for this?

Since it works for 99% of the MyBB Users i would say its your system =P

Try to register yourself for another account and tell us what the problem.
You can send mass email to all the members that didn't verified their accounts and ask them to to request the activation mail again from the forum.
Instead you can change their group and verify all of them.
Yes, some email provider like Yahoo (mostly), often block IP adress from sending email. It happens to me too. Users that using Yahoo email cannot get verification email in my forums
