Why do you think, it can't work without them?
It can work fine with or without them. Not sure why you would think it wouldn't work well without them
as my little experience that base64_encode and base64_decode function require zend engine.

Uh yes, base64_encode and _decode comes with the "URLs" extension which is bundled with any PHP distro.
