Yes, but this time you won't have to remove config.php before uploading, since it's config.default.php now - So simply you will be able to just replace all files
What about inc/settings.php ? Will we still need to back that up too or will we just replace that?

If MyBB can't open inc/settings.php or if there is no settings then MyBB will automatically regenerate it.
What files need to stay in tact from the previous versions in order to upgrade successfully? I'm thinking of deleting everything except the smilies, attachments and themes and uploading the fresh 1.4 files.
Are the config.php and settings.php the only files that need to remain from the former versions?
It hasn't been tested, so I'm not sure. Maybe you could try with Beta 4?
