You can disable the memberlist entirely from the admin cp by setting the Enable Member List Functionality setting to no.
Board Settings -> Change -> Member List
Alternatively, if you just want to prevent members from sending emails you could keep the memberlist enabled but set the Can Send Emails setting to no in the group management section of the admin cp.
