Well by default only people who CAN warn and the person who WAS warned can see it.
If you want to disable the warning system then go to:
Configuration > Warning System Settings > Where it says "Enable Warning System?" click on "No" then hit save settings and the warning system should be disabled. But I think if a user was banned already via the warning system they will remain banned.
