I'd like to request the useful forum rules plugin to upgraded to MyBB 1.4

Useful feature, which saves other roots and is more user friendly for those who are newbies to the world of communities.

You'll have to wait for the plugin author to upgrade it or give permission, as he/or she may not want someone else re-releasing it.

Try contacting them and see if they respond.
