Sites that don't have one are running MyBB RC4 or older. Right now only a handful of sites have MyBB 1.0.
And that's because it's not a public release yet; MyBB 1.0 is still in testing phase

MyBB RC4 is a Release Candidate which means that it's not a final version. The final version is called MyBB 1.0 and this will be the next release.
