I am having this cache issue which is making me need to click refresh everytime i visit a page on the forums. This also happens in the admincp

How do i fix? & is this a bug?

Try this:
Admin CP --> Configuration --> Settings --> Server & Optimization Options
Set "Send No Cache Headers" to "no"
