I have been sitting a looking at k776's plugin script for the weclome panel to see how it works.
So after a long time and dozens of attempts I have made a small plugin that you could learn from.

Open up marquee.php and change "Hello Everyone. My Name is Andrew Harmor" but be sure the other below is exactly the same.

Hopefully I'll learn how to make a real mod using the plugin system

upload "marquee.php" to "inc/plugins" directory
Go into the admin panel -> Plugin Manager -> Activate

I.E.
http://www.harmor.zeeblo.com/mybbpr2/index.php

owner of zeeblo is a scammer
he was one of the owners of MangoWebs, host that got many clients who paid full year ahead and closed after about 2 - 3 months. No refunds and no backups. Everybody lost their sites http://namepros.com/showthread.php?t=90032

Many webmasters say that after their sites got popular their hosting accounts were closed for no reason. They didn't even get backups (just like mangowebs)

So I would suggest you to stay away from that SCAMMER
