Hello,
I Would like to report about massive error that i have found within all my forums.
I Upgraded my forums into MyBB 1.4 (and UTF-8 as-well) i used your tool to convert tables into UTF-8 but it doesn't help.

Once i set browser to UTF-8 encoding i see the forum language files OK but all forums, members & everything db related that's written in Hebrew is in gibberish.
Once i set browser to Windows-1255(Hebrew) i see the forum language files in gibberish, and all the forums, members & everything db related OK.

From this i could understand that the database convert into UTF-8 have not done correctly, i logged to the db using phpmyadmin and i saw that db,tables & column encoding is UTF-8.

What can it be?

This could be a bug. But i don't know how to fix it.

I think this can help you or fits a solution, at least for your forums.

Edit: re-reading what you wrote, i'm not so sure this would have help. Yet, i agree the utf-8 conversor works awfully, i think this is in part the why:
