Hi, it is possible to make registered users come to specified groups, not to registered groups. I want make new registrant have limited access till they reached specific number of postcount (promotion).

And how can I make a permission in a forum that allow a specific group can see (visible), but cannot enter the thread.

About the first question, there was a plugin for that but for 1.2.... I really don't think it works for 1.4....

What you can do is to make the 'Registered' group restricted and have limited access, and a new group without that limited access. Using the promotion system, they can be moved to the new usergroup without those limitations.

About the second question, it's not possible. Well, it's not possible without code modification.
