Can some one please tell me about any tutorial writing script so that user on my site can write tutorials and submit after admin validation?

Sounds like you might just want to modify the MyBB script to your liking. A "thread" could be like a "tutorial" and all the new threads could be approved by a moderator through the AdminCP or ModCP. Here is some more information on how you can modify MyBB to your liking:
