Hmm, what do you mean? You can do a full reply using the "Post Reply" button.
Or you can use the "Preview Post" button to go to the full view.

If quick reply is always at the bottom and you can get full reply by clicking one button, why would you need it?? Do you mean you want them both on one page?? What would be the point??
