You do realise an Admin can do everything a S.Mod can do... right...?
Simply go to edit a user, then go to the "Profile" tab. Select the primary group as Admin and additional groups as S.Mod, or whichever way round you want.
Wierd that you want them to be in both groups...

bro i try it but not work when i try to add user i get this error

Why do you want to do this??
Put admin as their primary group, super mod as their secondary group if you really must, and select a language that isn't board default to avoid the language error.

In the settings for that user, with the language select option, make sure it doesn't say 'Board Default'.
