I cannot seem to find anyway to control the amount of mail sent at any one time.
Our server has a limit of 40 emails per hour.
I would like to set myBB to comply with this.
Is there a way?

There's a "per page" setting when you create the mailing list. I'm sure you can modify this to suit your needs. (like perhaps sent it to 5 per page).

It is to prevent your mail server form being detected as spam.

Should able to see the tasks going on itself under the Mass Mail log.
If you are worried that it might not send, include yourself in ? :p
