I am wanting to make some user ranks on my message board... I got that down! Yay. Noob figured something out!

But, I haven't figured this one out... I would like to disable the custom user name feature so users can only have the ranks I created (I have a theme on my board and want the ranks to follow suit)

Is this possible?

Users and Groups > Groups > *choose group* > Users and Permissions > Can use custom user titles? > *untick box*.

Then they will use the user titles you create.
