how to make post layout horizontal to make vertical ??

There is an option there regarding viewing post layouts in 'classic mode'.

i dont get this option can u say me how to active it for all member

if I got you right, did you mean you want the layout to be vertical ? if yes, so it's already in vertical mode otherwise you may change it that DennisTT just told you..
