Is there a way to disable the Quick Language Select Form at the bottom of the page?

Yeah.
Find

<div class="float_right">{$lang_select}</div>

And remove it.
Oh, and it's located in the footer template.

An easier way -
Admin CP --> Configuration --> General Configuration --> Show Language Selector in Footer

Oh, duh. Somehow I missed that.

I often miss settings - for future reference, if you use the search box on the settings page, you can search all settings for a keyword, in this case, 'language'. That search feature is useful if you have a lot of new setting groups created by plugins etc.
