Admin CP --> Configuration --> General Configuration --> Show Language Selector in Footer

I often miss settings - for future reference, if you use the search box on the settings page, you can search all settings for a keyword, in this case, 'language'. That search feature is useful if you have a lot of new setting groups created by plugins etc.
