Look for missyou or something with MISS in it. I think that's a 1.4x version of what you may want.
btw...you can manually at any time go into admincp and do a mass mail and select "awaiting activation" group.
Well I don't think inactive users are the same as awaiting activation?

hrm that plugin has some brainflaw..
after someone is gone for 90days e.g., the task will send a email to that user EVERYTIME it gets started (in the task list)... that's spam :ß
