A while ago we banned somebody from our forum but with our completly new forum rules and style we wanne undo this.

So I went to Users and groups / Banning but there is not the name I am looking for. Where do I change this.

Couldn't you just set the usergroup of this user again to 'registered' ? (edit user menu)

What is the differents bewteen Additional User Groups and primaire usersgroup.

The difference isn't that big but you can give your users the permissions of other groups (together with those that he already got) via the additional usergroups.
