Is there a way of changing the display so the forums at the top can be at the bottom?

I want important and normal threads at the top and all the so called sub forums at the bottom......

Yup, you need to edit your "forumdisplay" template (Admin CP --> Templates --> Modify/Delete --> *expand your template set* --> Forum Display Templates --> forumdisplay)

Find:

{$subforums}
{$threadslist}

Replace with:

{$threadslist}
{$subforums}
