I want to know how I can add more sections in Portal like the defaults: Welcome (Login), Search Forums, Forum Statistics, Online Users, and Latest Threads.

you can add blocks with html codes
go to your theme templates>portal
add this codes where you want and edit it

As I edited into my post, I have no idea what you even want to add to the portal, so even if there was a plugin, I couldn't give it to you.
But what iskelet said is good as long as you don't want to have dynamic content, that won't be quite so easy.

this codes can be used for static content of course, it is just html
but you can make a main menu or ads block or what you want
it is useful i think
