Is it possible because it seems that when i go to give Rep to the same person but on a different thread it just asks me if i want to change the amt of rep i gave them or delete it. Is there a way so i can add rep again?
Also maybe a way so once they get a certain amount of rep they get access into a group.
If you have the
multiple reputations plugin installed, it will allow more than 1 rep (as in you can rep a user more than once) and not just update it
And yeah, you can set up a promotion to do that

How would i make it so when a user gets X amount of reputation they get promoted automatically into X user group?

For that you can add a group promotion
Admin CP --> Users & Groups --> Group Promotions
