Your forum is inactive because there is nothing interesting to draw people in. There are plenty of good computer forums out there already; you're not bringing anything new to the table.

+1. There's nothing that isn't on any other computer forum and if someone had the choice of going to one with hundreds of members and thousands of posts, and yours, I think they'd go with the first one.
And make a simple theme which is informative but still suddle, you should get rid of the HUGE boxes on the top at least.
