I was wondering if there was a way I could change the license agreement that you agree to while first making your account. Also, is there a privacy policy and if yes, where do I change that?

Not every website has to disclose a privacy agreement. If there isn't a visible one on the website, then it falls under the Data Protection laws for your country.
(As far as I know).
Although you do accept certain things in the agreement. Take a look at a registration agreement for MyBB and you'll see what I mean.
Besides the registration agreement, MyBB doesn't come with a privacy policy. You will have to create your own page if you want to display one.
