Ok. I have tried to set it so guests and one other group can only see the forums but not read the threads/posts. For some reason though the threads/posts can still be read?

Just tested on my boards, works fine.
Are the permissions for each individual forum set correctly? It should be, just want to make sure though.

I have it set so guests can read the forums via the forum settings but via group settings i have it set so they cant view the threads.

In the permissions for that forum, click Edit/Set permissions next to your group, and make sure they're ok there. Also tell it to use custom permissions if you change anything there.
