1. Needs a plugin and currently I don't think there is one.

Or you can get the exact code for the quote with the time and post link details in from the forum, and just copy it into the PM.

4. There's a tutorial on how to add buttons to the editor in the User Submitted Tutorials forum, and you can create some custom MyCode to make the tag.
