MyBB Community Forums

Hello there,
Is there a way to prompt a "hello" message to anyone who comes to my forum. I know that MyBB puts a cookie to every user/guest. Is there a mechanism to check whether there is one and if not create one (which MyBB does automatically) and prompt this guest a message?
My (about to be, finally, publish) forum has some (actually, many - some are for legal issues and some are just for user/guest to user/guest) rules that I want every user and guest to read them - I created four(4) threads covering this rules in a specific forum that is designed to let users/guest get information from me/the forum's stuff.
