I think there should be an option for thread ratings via the admin cp. And some of the options could include:

Turn thread rating on/off here (if disabled, there will be no vote icons displayed at all). OFF/ON
Can users rate a thread while viewing forums? YES/NO
Can users rate a thread while viewing the thread? YES/NO
IP check & email check thread ratings? (if yes, then if someone has puppet accounts on the same IP or email address, those puppet accounts will not be allowed to add another rating) YES/NO

You can disable them per forum...edit a forum .. " Yes, allow threads to be rated" is the option.

You can remove the html and that will do it too. Easy enough.

You can make a plugin to do this. Realistically though IP's change, people use proxies, AOL uses proxies too and you would get a ton of false positives. For emails you can already make it in admincp to disallow multiple signups per email. You can even set that for IP's too and based on time.

So the options are there for you already.
