ok, how do i make

No, you copy the URL from your browser and paste it into the first box that comes up when you click on the "Insert hyperlink" button in full reply/full edit and then in the second box you put the text that you want to be linked.
If you just want to put a link in, just copy and paste the link into your post.

There is nothing that converts text into links at the moment, if that's what you're after.

So in the forum description you want a link?
alright, i seen it on vbulletin, the admin has something called "singles download Requests" which is the forum " and the description is called "singles requests" "singles requests is a link that goes to "singles requests" in another forum.
i thought there might be a code for that.
I don't understand, but I think what you want is to make a link in the forum's description, which is the text that goes under the forum name on the index.
If so, in the description text area in the Admin CP - use HTML to make the link.
