I just had this question ( did search didn't find anything, but i'm not lucky at searching I always put the wrong keyword =__= )
if i want to install another theme, now that i hve 10 plugins installed ( which almost all require to reinstall to get it installed on the new theme ) is there any way to get the plugins already installed, installed on the new theme without having to uninstall the plugins ( so that you don't lose your options & configurations of the plugin ) ?

No. The changes won't just be added in. You'll either have to deactivate them and activate them or make the template edits manually.
