I used my cpanel to make a backup of the forum on the other server. So it was zipped as is and restored as is. So the answer is, I'm not sure. How can i know?

OK, now it gets weirder.
I can now access admin and the board is up. But when I try to do anything in ADMIN like change a configuration, I get >>

You don't have permission to access /forum/admin/index.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
