Is there a way to make it so that people have to have a certain post count before they can do this?

Not without a plugin. You could always create a group with custom usertitles permissions and use the promotions system to promote them to that group when they reach a certain post count.

Err...isn't your second sentence a way to do it without a plugin?

Yeah that didn't read too well Think I rememebred the promo bit after and didn't delete the plugin bit. Hmm.

So yeah it can be done
