i Got A First Host on a 000webhost After That i Got a Payed host i Changed All Files To New Server Then Got That Mybb Error

Not sure it's about plugins, rather a mis-config...

The database type might be different from your old host. A suggestion would be to install a brand new (test) forum on this new host, and see what MyBB detects... if it installs correctly, just change the config file for your active forum to the right settings...
