how can i make it so that guests can post topics and add replys, BUT have all guest users posts be added to mod quee..
but let the members post with out the mod quee.
is there a way i can do this?

Don't think so. It's either make all posts in a certain forum require moderation or none.

Hard one, never actually thought about this. Anyway, here's the thing.
You can moderate new posts. but not per group, only per forum. So if you moderate a forum all posts will be moderated.
And no, there's no current plugin for that, sorry.
