it stays on loading no matter what i do, any idea why?

Go to settings and choose spicefuse shoutbox. Save settings.
should work

i just said no matter what i do, i deactivated, reactivated it, save settings uninstalled it, and still says loading.

Did you add the line they say to add to the headerinclude template?

i didn't say deactivate was save settings, and adding the <sf_shoutbox> to the header it dosen't matter you can put that where ever u want.

"headerinclude" not "header"
you must add the part that loads shoutbox.js

some users also get the loading screen, saved the settings and it worked

header is the template i go into to put the <sf_shoutbox> line in headinclude, and what part is shoutbox.js

It does not seem to need that anymore.

ya i did, twice

Try this:
go to themes and templates, go to templates, select a theme, go to Ungrouped templates and edit headerinclude.
Add this at the end:
<script type="text/javascript" src="jscripts/shoutbox.js?ver=121"></script>
