Is there a way that I can stop the auto refresh of the board?

Well this is something you've added as the only page that refreshes itself is the Who's Online List.
Do you have a shoutbox?? If you have, and have it set to reload itself every so often, it may reload the whole page...

Can you tell me why my qued mass emails never send? I have the same board on another site, same server, and it sends all the time - the OBW ones just sit there and never go out

Have you tried running the mass mail task??
I have to confess I dont know how to do that manually

ACP > Tools & Maintenance > Task Manager > Mass Mail > Click the

to run it. Also, click 'Mass Mail', scroll down to the bottom, and make sure the 'Task enabled?' setting is set to YES.
