You have to go into your FTP client, and navigate to those files/folders listed above. Go into the properties (right click and there should be a properties menu, or CHMOD menu of some sort). And CHMOD inc/config.php and inc/settings.php to 666, and enter 777 for uploads/ and uploads/avatars/.
You might want to look at the help file of your FTP client to see where the CHMOD function is located.

Also, if your server has cPanel X then you can edit the permissions through the File Manager. Remember, you must CHMOD them to 777 (for all permissions).
