but in the license wrote

You can, it means upload for download by others. Like you upload the zip file for the plugin and offer it for download for your users.

Using it is fine.

Well of course not! The person created the plugin to show off the work and obviously doesn't want the users to use it. Whoo! I just downloaded it and stared at the code a bit. I love this plugin! [/sarcasm]
