You can disable AJAX functionality in Admin CP --> Configuration --> Settings --> Server & Optimization Options --> Enable XMLHttp request features? but there is no switch to turn off all Javascript.
You can manually remove prototype.js, but you will find that many things reliant on that JavaScript library, including multiquote, collapsed categories, MyCode editor, etc., may not function.
