Where is the setting so I can prevent my mods from having ban powers?
Disallow the moderator's usergroup from accessing the Mod CP.
is it possible to let mods to access modcp and only prevent form banning?

Seriously, if you can't trust them to ban or not ban people, they shouldn't be moderators. Being a moderator is a pretty useless position if you can't stop the source of the problem.
