It's more for the difference engine (?), where you can check for differences in templates etc. I think... I can't take a look at 1.4 to see if that's all it has.
Either way, you can use the folder itself to store your files (I guess) if you're developing plugins/code that includes 3rd party programming.

Yeah I looked through it and, judging by the names of files and fodlers in there, it only seems to be the tool for viewing a diff report on templates.

They are php libraries made by you guessed it third parties. Ie not made by us. It's really just to separate the code.

Yeh, it's just a folder to separate MyBB code from third party code. We use the differential library to make comparisons between template versions.
