Although if you knew enough PHP, then yes. You could.
Fortunately MyBB doesn't have anyone developing portal scripts for MyBB. Although MyBB has a portal.
I have a tutorial on how to set your portal as your homepage, if that helps.
EDIT:WAIT! There is MKportal. Its not officially compatible for the MyBB 1.4 series, but there is a hack to make it work with MyBB 1.4.
