Admin CP --> Templates & Style --> Templates --> *Choose your template set and click 'Expand'* --> User Control Panel Templates --> usercp_email
You can either remove everything in there (and when users try to go to the edit email page they will see a blank page) or you can edit a particular part to say that it has been disallowed. Just be sure to remove the fields and submit button(s).
Also you may want to remove the link to the email changing page from the 'usercp_nav_profile' template.
